examiner.com -

Two of the maximal states of the union -- Calif. and Texas -- are most substantially famous for existence being big in both population and georgraphy.  Beyond that, however, they hit little added in common.  California is digit of the most progressive states in the country, patch Texas is digit of the most conservative.  A newborn aggregation from the Texas Public Policy Foundation entitled "Competitive States -- Texas vs. California," paints an dumbfounding oppositeness between these digit states.  The aggregation covers individual areas including the states' economic performance, economic volatility, realty spending, environmental and realty ingest regulation, best practices, and individual another categories.  It is a concise, but powerful, evaluation of the digit states economic situations.

The aggregation is flush in both charts and narrative.  One of the strongest areas is the "economic scorecard" between the digit states. I institute this among the most compelling areas of focus.  Here is an overview of the scores when it comes to taxes.

Taxes on Labor

-  Top meagerly individualized income tax rate:  California (10.59%) and Texas (0%)

-  Marginal Personal Income Tax (average income earner):  California (9.55%) and Texas (0%)

Taxes on Capital

- State and Local Property Tax Burden: Calif. ($32.89) and Texas ($36.50)

- Estate/Inheritance Tax Levied: Calif. (NO) and Texas (NO)

- Top Marginal Rate: Income, Dividends, and Cap. Gains: Calif. (10.55%) and Texas (0%)

-Top Marginal Corporate Income Tax Rate: Calif. (8.84%) and Texas (1% GRT)

Taxes on Consumption

- State Sales Tax Rate: Calif. (8.25%) and Texas (6.25%)

- Sales and Local General Sales Tax Burden per $1,000 of individualized income: Calif. (8.25%) and Texas (6.25%)

Overall Tax Environment

- Overall Tax Burden: Calif. ($115.96) and Texas ($94.00)

- Personal Income Tax Progressivity: Calif. ($36.19) and Texas ($0)

- Recent Legalised Tax Changes per $1,000 of Personal Income (2008 and 9): Calif. ($6.19) and Texas (-$2.59)

- Number of Tax Expenditure Limits: Calif. 2 and Texas 1.

In every areas except one, Texas won by a super margin.  In that digit aarea the digit states where essentially equal (taxes on consumption).  The think goes on to examine the restrictive and outlay policies, and again Texas wins.

"Winning," in this study, means creating environments where businesses poverty to be and grow.  When you see the status of Calif. and Texas it should not be a surprise that the Lone Star State is considered a playing magnet and the number digit employ creator in the country.  In fact, Texas has not exclusive been creating more jobs than California, it has created more jobs than every the another states combined.

Texas seems to see that, if you poverty to attain a realty wealthy public contract needs to attain a realty combative for attracting and keeping business. That is a warning the domestic government needs to see as it tries to prevent companies from leaving this commonwealth for more prosperous shores.
